freee Accounting API updates request and response definitions for segment tag APIs

Changes

• The code, description, shortcut1, and shortcut2 request properties for the create and update segment tag APIs were changed to nullable.
• The description, shortcut1, and shortcut2 request properties for the upsert segment tag API were changed to nullable.
• In segment tag responses, update_date became a required field and its format was changed to date.
• A 404 error response was added to the update and delete segment tag APIs.
