freee Time Tracking API added a new endpoint to import external daily attendance data in bulk for time reconciliation.

Admin users can now retrieve allowance lists and details or create allowances using the freee HR API.
Changes
- GET /api/v1/allowances, POST /api/v1/allowances, and GET /api/v1/allowances/{id} can only be executed by users with admin privileges.
- GET /api/v1/allowances supports filter parameters such as frequency (salary / salary_monthly / salary_this_month / bonus) and is_active.
- The description for GET /api/v1/employees/{employee_id}/attendance_tag_summaries/{year}/{month} was updated to match actual behavior without functional changes.
